WCAG 2.1 is it released?

It is still at the Candidate Recommendation stage and is not a Recommendation yet. It is due to become a Recommendation on 05 June 2018 according to the timeline at https://www.w3.org/WAI/GL/wiki/WCAG_2.1_timeline/Details.

Adding to what Steve said, the next stage after Candidate Recommendation
is Proposed Recommendation. You can see the current draft here:

    https://www.w3.org/TR/WCAG21/

(dated URI https://www.w3.org/TR/2018/CR-WCAG21-20180130/ )

and you can always check the Status section
https://www.w3.org/TR/2018/CR-WCAG21-20180130/#sotd to check whether a
document is still in draft form or is a completed W3C Recommendation.
